Accident or Manslaughter

Salvatore J. "Sal" Culosi Jr., under investigation for running an illegal bookmaking operation, was shot and killed by a Fairfax County (Virginia) SWAT team officer moments after he allegedly paid an undercover officer winnings on a bet. Culosi was unarmed.

The investigation shows the SWAT officer jumped from behind a car pulled his weapon, yelled, "Police!" and shot and killed the suspect, all within seconds.

The county prosecutor said he found no wrongdoing and the officer will not be charged with any crime.

Accident? Manslaughter? Murder?

Maybe the civil case against the county will show what really happened, since the county has washed it's hands.
